Andres Boral offers experience in the design, analysis, permitting and review of land development projects in the State of Florida that include commercial. residential and industrial sites. He has experience designing water, sewer, and storm water management systems, developing plans and engineering reports, permitting with several governmental agencies, construction observation and project certifications. He also has experience in due diligence and feasibility studies for potential projects as well as contract procurement and administration. Andres Boral holds a Bachelor's degree in Civil Engineering and a Master's degree in Business Administration from Florida Gulf Coast University. He is a registered professional engineer in the State of Florida. Andres Boral is the recipient of the 2016 Gulfshore Business 40 under 40 award, the 2017 Florida Gulf Coast University Soaring Eagle Award and the 2022 Business Observer 40 under 40 award.

Matt has extensive experience in residential, commercial, industrial, and municipal design. He began his career 20-years ago in the field as a land surveyor achieving the title of Junior Party Chief before moving into a posh office doing survey drafting. He began his engineering design career working on large residential projects. His experiences give way to a streamlined approach to obtaining an ultimate design our clients and subconsultants can be proud to present. In 2011 Matt received his Bachelor of Science in Civil Engineering from Florida Gulf Coast University, he still plays golf with the Chair of engineering. Matt is a registered professional engineering in the State of Florida.
Javier Boral has experience in civil engineering design, planning, permitting and cost estimating. He offers a unique ability to create innovative design solutions to challenging project constraints due to his familiarity with the different regulatory agency requirements. Javier has completed over a hundred single family storm water management systems in SWFL. He has also built professional relationships with various permitting agency reviewers in the region. Javier Boral blends the company’s vow to strive for excellence with his personal commitment to exceed our client’s expectations in a way that helps inspire other professionals with a passion for land development. Javier Boral is a registered member of the Institute of Traffic Engineers and a registered member of the Lee County Building Industry Association.
Austin Butts has experience in civil engineering design and the preparation of construction drawings for various types of projects. He is also experienced in construction observations, including shop drawing reviews and as-built drawing preparation and certifications. Austin is familiar with the permitting requirements of many different permitting agencies in Southwest Florida. Outside of work Austin is a Sunday school and youth group volunteer at a local church.
Gabriel Mejia has experience in civil engineering design, planning, and permitting. Over the last few years, Gabriel has been responsible for designing the storm water systems for many new construction homes throughout Southwest Florida. He also has experience in due diligence and feasibility studies for potential projects Gabriel holds a Bachelor's degree in Civil Engineering and is a graduate of Florida Gulf Coast University in Fort Myers. Gabriel enjoys spending time with his wife and traveling.
Hugo Osorio has experience in civil engineering design as well as experience in construction observation. He is proficient in Auto Cad and Revit used in the preparation of construction drawings. Hugo also has experience in surveying and construction. Outside of work Hugo enjoys riding horses and spending time with family..
Site Lighting Designer
Steve Vacchiano is a lighting expert and a source for knowledge for lighting solutions. He is very familiar with each of the county's code requirements throughout the State of Florida. His expertise brings value to every project. Steve is very familiar with exterior lighting lines of many lighting manufactures. He prepares photometric studies for small and large projects including residential, multi-family, commercial and industrial projects.
The State of Florida Statues, Chapter 471, requires companies offering engineering services to satisfy specific requirements. The Florida Board of Professional Engineers has authorized Boral Engineering, Inc. to offer engineering services throughout the 67 counties in the State of Florida. In accordance with Chapter 471, Boral Engineering has received the required certificate of authorization.
